English Language Testing / Interview Waivers For many immigrant applicants applying under the independent category, English language ability may be a determining factor in the success of their applications. The Visa Section has recently implemented procedures which will give selected applicants from the People's Republic of China the opportunity to obtain an independent assessment of their English proficiency by writing the General Training English Test of the International English Language Testing System (IELTS). Applicants who write the test may be eligible for an interview waiver. The IELTS test is dministered by the Cultural and Education Section of the British Embassy and British Consulates in the People's Republic of China. It assesses ability in listening, reading, writing and speaking, assigning a bandwidth score ranging from 0 to 9 for each skill. For immigrant applicants, only the scores for speaking, reading and writing are converted to credits for language ability, according to the following table: IELTS BAND SCORE SPEAKING READING WRITING 7.0 TO 9.0 = fluently 3 3 3 5.0 to 6.9 = well 2 2 2 4.0 to 4.9 = 0 0 0 with difficulty Less than 4.0 = not at all 0 0 0 Applicants who are determined to be eligible to write the IELTS test will be provided with an application form (with photo attached) along with information on testing centres and dates. Tests may be written at centres in the PRC only. The applicant will be responsible for mailing the forms to the selected test site and paying the registration fee (RMB 1150). We are currently reviewing our inventory of cases to determineeligibility. Eligible applicants will also be identified "up front" at the time of the preliminary review of the file. The Visa Section will not consider test results submitted with applications forms or at any time during the processing of the application if the applicant was not specifically requested by the Visa Section to write the test. Unsolicitated results for the IELTS or any other test will be discarded without consideration. Once the examination results are received, applications will be reviewed to determine whether an interview waiver is possible. Applicants may still be eligible for a waiver even if their results on the IELTS are lower than the self-assessment indicated on their application forms. Please note that an IELTS test score of "well" or better will not guarantee an interview waiver. An interview may be
required to assess other factors in an application. In addition, a signficant percentage of applicants who meet the requirements for a waiver will be interviewed to confirm the integrity of the IELTS test results. Applicants who are interviewed for test monitoring purposes will be scheduled for interview on a priority basis within three months of their test date. Tests results for persons who do not score "well" or better on the IELTS test will not be considered final; applicants will have the opportunity to have their English ability assessed at interview. Applicants will be advised of the test results and our waiver decision within three months of the test date. We will not respond to inquiries regarding the results received within this time-frame.
